The president lopez portillo take possession of the presidency on December of 1976. He know about the crisis of the country and distrust of the people but he was the first to present his speech with tears and very emotionally, also said that he had a neutral opinion but in his government he was manipulated.

His administration was marked by efforts to tap the vast oil resources of Mexico and to achieve greater economic independence from the United States. Because The discovery of significant oil deposits in Chiapas, Tabasco and Campeche, Lopez Portillo allows reactivation of the national economy, but also the debt grows rapidly to reach in 1982, the 59 000 million.

 

He was in favor of the Alliance for the Production, enacted a political amnesty, and in the field of international relations restored diplomatic relations with Spain. Also he pay attention to the political crisis in Nicaragua and ended up breaking relations with the Nicaraguan president Anastasio Somoza in 1979.

The economical boom makes possible solidly plans to revive the national economy and combating inequality, as the Alliance for Production, Global Development Plan, the COPLAMAR to serve the marginalized, and the National Agricultural Development Plan and the Food System Mexican SAM to ensure food sovereignty. To make better use of technology and resources, and to create jobs and reorder human settlements, were formulated Industrial Development Plans, the Urban Development, the Employment and Tourism.

He is famous in the Mexican history for their two phrases: "I will defend the peso like a dog" and  "I am responsible for the rudder, but not of the storm."
